DUBAI, United Arab Emirates – A US Navy warship fired a flare to signal an Iranian Revolutionary Guard speedboat to come straight at it during an encounter in the Strait of Hormuz, officials announced on Tuesday.

Monday’s incident involving the Guard and Navy comes as tensions remain high over stalled negotiations over Iran’s tattered nuclear deal with world powers and Tehran enriches uranium closer than ever to levels of military quality under diminishing international scrutiny.

Meanwhile, the United Nations nuclear watchdog said Iran now plans to enrich uranium through a second set of advanced centrifuges at its underground Fordo facility amid the standoff.

The Cyclone-class patrol ship USS Sirocco and the Spearhead-class expeditionary fast transport USNS Choctaw County came into a close encounter with three Iranian fast boats as they sailed through the Strait of Hormuz to enter the Persian Gulf, a indicated the Navy.

The navy said the high-speed Guard Boghammar approached within 50 yards of the Sirocco, increasing the risk of the ships colliding. The overall encounter lasted about an hour, the Navy said.

The Guard’s “actions failed to meet international standards of professional or safe maritime behavior, increasing the risk of miscalculation and collision,” the Navy said.

Iran did not immediately acknowledge the incident in the strategic waterway – a fifth of all oil traded passes through the strait.

The Navy separately told The Associated Press it was the second so-called “dangerous and unprofessional” incident with Iran in recent months.

On March 4, three Guard ships had a tense encounter lasting more than two hours with U.S. Navy and Coast Guard ships as they left the Persian Gulf through the strait, the Navy said. During that incident, the Guard’s catamaran, Shahid Nazeri, came within 25 yards of USCGC Robert Goldman, the Navy said.

“Both U.S. Coast Guards issued multiple bridge-to-bridge radio warnings and deployed flares,” the Navy said.

The Navy did not explain why it had not announced the previous incident, especially since a larger vessel had come even closer to a US warship. However, that was just when an agreement in Vienna between Iran and world powers on restoring the nuclear deal seemed possible, before the talks broke down.

Iran and world powers agreed to the nuclear deal in 2015, which saw Tehran drastically limit its uranium enrichment in return for the lifting of economic sanctions. In 2018, then-President Donald Trump unilaterally pulled America out of the deal.

Talks in Vienna on reviving the deal have been on “pause” since March. Since the collapse of the deal, Iran has been using advanced centrifuges and a rapidly growing stockpile of enriched uranium.

On Tuesday, the International Atomic Energy Agency said its inspectors had verified that Iran was preparing to enrich uranium through a new cascade of 166 advanced IR-6 centrifuges at its underground Fordo facility.

Already, Iran has a cascade of IR-6s operating in Fordo, about 55 miles southwest of Tehran. They enrich up to 20% purity.

The agency said Iran has not yet told it the level at which the second cascade will be rewarding. Iran has yet to publicly acknowledge the new stunt.

The 2015 nuclear deal prohibited any enrichment at Fordo. Protected by mountains, the installation is surrounded by anti-aircraft guns and other fortifications.

Amid the tensions, Israel is believed to have carried out a series of attacks inside and outside Iran targeting the country.

On Tuesday, the state-run IRNA news agency quoted the prosecutor of Sistan and Balochistan province in southeastern Iran as alleging that three people arrested there in April on suspicion of working with the Israeli intelligence agency Mossad wanted to kill Iranian nuclear scientists.

It is unclear why the three would have been in Sistan and Balochistan, which has no nuclear sites.

Meanwhile, a Guards brigadier acknowledged that a deadly explosion in May at a weapons development facility in Parchin, east of Tehran, was caused by “industrial sabotage”.

An unnamed enemy launched the sabotage that killed an engineer and injured another worker amid the alleged Israeli assaults, said Mohammadreza Hassani Ahangar, the director of Imam Hossein University of the Guard, in comments quoted Monday evening by a subsidiary of state television.

“I had to drag the bottom to road number 2,” he said, which is near the end of the port.

The Steveston Port Authority (SHA) says the channel is dangerously shallow and needs to be dredged. Sediment buildup below the surface means many boats can only enter the harbor at high tide and has increased the risk of boats running aground and spilling fuel.

“The current dredging situation is dire,” said Jaime Gusto, managing director of SHA.

“Our largest ship that comes into port, the Frosty, contains 128,000 liters of fuel. Can you imagine what that would mean for our marine life if it ran aground?”

The non-profit authority is lobbying the provincial government, Ottawa, the City of Richmond and the Port of Vancouver – all of which are bodies that the SHA says have some form of jurisdiction over the port and surrounding community – for a cost-sharing agreement.

“Unfortunately, no one wants to take responsibility,” she said.

“The worst I’ve ever seen”

Melnychuk has piloted fishing boats in and out of the harbor since 1973, and he says the channel is the worst it’s ever been.

The mouth of the canal has not been dredged in over a decade, and he says the ground filled with a large amount of sediment during last year’s extreme rainfall.

“It’s the worst I’ve ever seen,” he said. “Before, there was a small place where we could enter, but not now. Everything is filled.”

Fishing for funding

Historically, the responsibility for the maintenance and dredging of the local channel passed from the federal government to commercial users and ports.

In 2009, the Port of Vancouver Local Dredging Program helped fund the dredging of the Steveston Channel, alongside funding from the City of Richmond, the Province and the SHA.

The entrance to the channel was last dredged in 2010.

In the years that followed, the port abandoned its dredging program, while costs rose dramatically, according to the SHA. The authority estimates it would cost $5 million, a 79% increase in SHA attributes to inflation, tighter regulations and licensing.

Richmond Mayor Malcolm Brodie says the city is willing to commit its fair share to the project while calling on other levels of government and stakeholders to contribute.

“It’s been a problem for decades,” Brodie said. “The federal government and the port were responsible, but that idea was dropped.”

City staff have been tasked with determining what the costs will be.

But Brodie says the bigger goal is to have a long-term dredging plan so the problem doesn’t keep coming up.

“What may be more important in the long term is that we develop a sustainable plan with funding so that we can have the regular dredging of the channel so that it is not an ongoing problem year after year, after year,” did he declare.

In a statement, the Department of Fisheries and Oceans said it was “committed to performing maintenance dredging of the Steveston Gulf and Paramount Basin to ensure critical areas of the basin are dredged at a sufficient depth to ensure the safe navigation of ships and the security of port operations”.

Funding would come from the federally funded Small Craft Harbors program. He said he intended to work with the SHA on the project, but the authority says more funding will likely be needed.

Meanwhile, the Port Authority said ‘it generally does not carry out dredging activities outside the main offshore channels’ but is considering the SHA’s request.

CBC News has contacted the province to find out if it will contribute funding, but has not received comment at the time of publication.

SHOULD WE FINANCE A BIG SUMMER PURCHASE?

Before deciding if and how you should finance, check with yourself why you want to make the purchase, says Jarrod Sandra, a certified financial planner based in Crowley, Texas. According to Sandra, customers are sometimes driven by the idea of ​​a boat or RV, not the reality.

“I think mostly toys, you get that ‘American dream feeling’ of waterskiing behind the boat every Saturday or being out in the beautiful wilderness,” he says.


Sandra, who once owned a motorhome, says that dream doesn’t always come true. Maybe you rarely have time to get in the water on the weekends, or the remote campsite you’re considering is actually noisy and crowded.

“It all comes down to budgeting,” says Nolte. “It doesn’t matter if you’re 25 and saving for your first home or you’re a 50-year-old man who is well settled in his financial journey. You have to make sure, in terms of cash flow, that you are not going to hurt your monthly expenses.

Nolte adds that just because you can afford a loan doesn’t mean you should automatically get one. Also, make sure you’re not giving up on bigger goals, like saving for retirement, to cover payments.

Both Nolte and Sandra recommend a test drive, such as joining a yacht club or renting an RV for the weekend, to get your feet wet before committing to the purchase.

FINANCING FOR BOATS, RVS AND SMALL TOYS

If you’re going to finance a big summer toy, you’ll probably need a secured or unsecured loan.

Secured loans are usually the most affordable option and are available from banks, credit unions, and some dealerships. Since the purchase itself serves as collateral, interest rates tend to be lower and you can often benefit from a longer repayment term, sometimes up to 20 years.

One of the best ways to get approved for a secured loan is to provide a down payment of at least 10%, says Michael Lax, executive vice president and head of marine RV sales at Bank of the West.

Credit history is also important. If you’ve financed a similar purchase in the past, such as with a car loan, it can make the approval process much easier, Lax says.

Unsecured personal loans are another financing option and are offered by online lenders, banks, and credit unions. These loans don’t require collateral, so you don’t risk losing the item if you don’t repay. Lending decisions are based on creditworthiness, income, and existing debt, but annual percentage rates may be higher and repayment terms shorter, compared to a secured loan.

Some lenders let you prequalify for an unsecured loan, which is a smart way to check potential terms and compare different loans without affecting your credit score.

Borrowers considering smaller toys — think a personal watercraft or all-terrain vehicle — may want to consider a credit card. But especially in an environment of rising credit card interest rates, you’ll want to pay off the balance as soon as possible. The cost of buying can also increase your credit utilization ratio, which could affect your credit score.

If you have good or excellent credit, a 0% APR card may be a good choice. You won’t pay any interest as long as you pay off the card before the promotional period expires and the regular APR sets in.

CONSIDER THE ASSOCIATED COSTS BEFORE MAKING A FINAL DECISION

The purchase price is not the only expense to keep in mind. Depending on the vehicle you purchase, there are an assortment of related costs that you will want to budget for.

Storage and transport are among the most important. While small items may live in your garage, larger items like boats may need to be stored offsite in a marina or parking lot. You will also need to transport the item, which may require a trailer and adding a hitch to your car or truck.

TWO boat builders are joining forces to develop electric boats for professional and leisure use.

RS Electric Boats, based in Hamble Point, and Cheetah Marine, of Ventnor on the Isle of Wight, announce they will start with a new generation of electric work boats.

The workboats will be launched in the spring of 2023, with the first of them due to be presented at the main Boot Dusseldorf boat show.

The collaboration will officially launch next month and the two companies will be exhibiting side-by-side at Seawork in Southampton from June 21-23.

RS says future boats produced by Cheetah will have the option to retrofit to electric propulsion.

The first steps of the partnership are to take Cheetah Marine’s catamaran designs and find synergies with RS Electric Boats’ specific electric boat design.

The companies aim to produce electric workboat catamarans suitable for a wide range of applications.

They say they will benefit from shared administration, marketing and manufacturing, and that Cheetah will benefit from RS’s mass production and logistics capabilities.

Jon Partridge, Managing Director of the RS Marine Group of Companies, said: “Cheetah Marine is highly respected. Founder Sean Strevens has been developing his designs for 30 years, creating catamarans to handle rough seas and the beach with ease. surfing safety.

“He has clients ranging from expedition skippers to patrol staff with hydrographers and more. His innovative design was the origin for him to conquer the surf during commercial fishing. It’s a proven concept and he’s sold over 600.”
